Shining is the appearance of gloss on the skin.
The forehead, nose bridge, and chin contain many sebaceous glands, which produce more sebum here than, for example, on your neck or cheeks. The sebum causes the skin to shine.
There are two reasons why your skin produces too much sebum and shines:
In the passport photo, there should be no white spots visible on the face that are caused by the use of a flash or artificial light.
A shiny skin often causes reflection on the photo. Other reasons could be sweating, glasses, or jewelry.
