The forehead is the part of the face between the hairline, eyebrows, and temples. The skin on the forehead is thin, and no fat tissue is stored in this area. This is why the forehead feels hard.
In men, the forehead often becomes larger as they age because the hairline shifts upward when they become bald.
In passport photos, your face must be fully visible. This means that your hair should not cover your eyes or eyelids and should not obscure the sides of your face.
However, your hair can fall over your forehead due to your hairstyle. Therefore, your forehead does not need to be visible according to the passport photo rules.
